Under the leadership of CEO and President Bryan Downer, the CEC serves as a lifeline for low-income families, individuals, and seniors facing the challenges of poverty and homelessness. Through a Christ-centered approach, the CEC provides critical resources, support, and empowerment to help families move from crisis to stability and build a brighter future.
A Mission to Empower
The CEC operates on a foundation of compassion, faith, and commitment to change. Its mission extends beyond providing temporary relief, aiming instead to offer a path to lasting transformation. From employment readiness programs and financial coaching to safe housing and food assistance, the organization addresses the root causes of poverty while nurturing hope and resilience.

Comprehensive Support for Every Need
The CEC offers a wide range of programs designed to meet the diverse needs of Tarrant County residents.
Food Assistance — The CEC food pantry is a cornerstone of its services, providing meals to approximately 160 families daily. That translates to over 13,000 meals every single day, saving each family about $200 in grocery expenses — funds they can redirect toward housing, bills, or other necessities.
Housing Support — With affordable housing in critically short supply, the CEC steps in to offer over 200 homes for families in need. For many, this housing is the difference between stability and homelessness.
Financial Empowerment — The CEC’s financial and employment coaches work closely with families to help them manage expenses, increase savings, improve credit scores, and reduce debt. These skills form the foundation for a more secure and self-reliant future.
Job Training — The Pathways Program offers certification training in high-demand fields such as trades, transportation, and healthcare. These programs equip participants with the skills needed to secure higher-paying, sustainable jobs.
Educational Resources — Free GED tutoring is available twice a week, offering individuals the chance to pursue education that can open new doors.
Meeting Growing Needs
The challenges facing low-income families have only grown amid rising rents and economic struggles. With one in four renters in Tarrant County spending more than half their income on rent, housing insecurity is a pressing issue. The CEC meets this crisis head-on, providing stable housing while continuing to expand its resources.
“We are seeing families on the very edge of crisis being pushed over,” Bryan said. “But thanks to our generous supporters and partners, we are able to provide help, healing, and lifelong change.”
The Power of Community
The CEC’s work is made possible through partnerships with individuals, corporations, and local churches. Volunteers play a crucial role, whether helping in the food pantry, assisting at the thrift store Second Glance in North Richland Hills, or supporting other programs.
Opportunities for involvement are open to everyone — from individuals with a few hours to spare to families wanting to teach their children the value of giving back.
A Place for Everyone
The CEC’s Welcome Center serves as the first point of contact for most clients. Open Monday through Friday from 9 am to 1 pm and Tuesday evenings from 5:30 to 7:30 pm, the center ensures accessibility for those seeking help. Services like the food pantry are available to residents across Tarrant County and 13 additional counties, while other programs may have limited service areas.
The CEC also hosts the United Way’s VITA Free Income Tax Preparation Program from late January to mid-April, helping families maximize their tax returns.
